Regular Meeting Minutes

Meeting Called to Order: 7 pm

Roll Call:  Martin, Andrews, Stanbridge, Wulf, Knous and Cox all answered present

Agenda Approval: Alderman Cox made a motion to approve the agenda and Alderman Knous seconded, motion carried unanimously.

Minutes Approval: No minutes approved

Approval of Monthly Bills: No bills approved.

 

Treasurer’s Report

Treasurer Giovannini stated the budget is ready, it will be on the next meetings agenda.  There is enough to cover everything including a 5% raise.  There is also enough to cover that software with reserves.

Caden Michaels: Recently bought a house and got charged for old homeowners’ water bill.  Michaels wants to know how to get that off the bill.  McClure asks for the water bill and he will give to the water committee.

Monthly Reports

 Police Chief:  not in attendance

Fire Chief:   couple control burns, car fire, 2 lift assists

Superintendent of Water Report (Dylan Cook):   high service pump 1 went down, part should be in by the end of this week, 2 main breaks, had to call in a company for help.  Cook wanted to thank the WHOLE city crew for helping with the water main break, meter reads, and trying to get readings figured out.

Superintendent of Street Report (John Ratliff): trying to keep up with daily stuff, weather is unpredictable, so you cant really plan anything, started spring cleaning today.

Park Board:  Alderman Cox stated that the baseball and softball games will be starting soon.  They have tried to locate pipe leaks with the camera at the pool and they found one but there could be more.  They recommended we contact a pool company.  Bud Willing came and gave a quote for the pool motor.  There will need to be a serious discussion about the pool in the near future.

Next meeting: March 19th 7pm

TIF: Treasurer Giovannini stated there is a meeting on Friday scheduled at 3:30 pm.  There is an application to review.  Mayor asked if the application was the guy who is doing the new restaurant, Alderwoman Martin said no.

Mayors Report

Mayor McClure wrote a letter to the council, Clerk Cox read it aloud.  The letter is attached to these minutes.

Mayor McClure left the meeting.

After a discussion in regards to who will be acting Mayor, Alderwoman Stanbridge made a motion to appoint Alderman Wulf as acting Mayor and Alderman Knous seconded.  Alderwoman Stanbridge, Alderman Knous, and Alderman Cox voted in favor, Alderwoman Martin and Andrews opposed.

Alderman Ott will now serve as acting Mayor.

Aldermanic Reports

Cox thanked the crew for all the work they did on the water line, seems like lime in water has increased.  Alderwoman Stanbridge states they are still hand mixing that.  They changed out part of the lime system because it was almost closed off, so think it’s a calibration issue.

Knous said Kayla offered to come up and help straighten up the water bills

Wulf guys on street and water and sewer have done a lot of hard work, it was freezing the night the main broke on Main and he thanked them for their work and dedication.

Stanbridge complaints about water bills, water/sewer committee on Friday at 4 pm

Andrews Kenny Morris will have car show again May 24th 8-1:30 pm, this is the third year.  There have been multiple reports about school zone speeding and reckless driving.  The Sheriff was emailed regarding this and the plan is to increase patrol.  If anyone sees this occurring please call the Sheriff’s office. There will be an accounting department meeting to see about getting a CPA to help us fix these numbers.  Many people reached out today about skill sets that they have and are willing to help out.  Andrews states he is probably the easiest to find and If don’t have an answer I will call someone that will if the community has any questions or needs something.  Andrews stated he appreciates all city employees.  He did a tour of city building and water plant and was able to gain more knowledge of how things work.

Martin stated Havana uses the Locis program and doesn’t think it would hurt to meet up gain some more knowledge on the program.  Locis has a webinar every month that you can log into and watch.  She doesn’t think anyone in the office has ever done that.  Martin also stated that our water bills are not right.  Martin also stated that the Walker Nursing home has sold.  She suggests that the city do something, she wrote up something and would like to be put in the newspaper.  Martin reads what she wrote to honor the previous owners of the nursing home.

“We would like to take a moment to recognize Walker Nursing home and the three generations of the White family who served Virginia, provided jobs in our community, brought positive attention to the community, and most of all offered consistent quality care to all in their charge.  The story of the nursing home spans 73 years of building and growth and proudly earned them the top level of recognition in their field.  The White family took great care ins electing someone to sell their business to, which is now called Cass County Senior Living and Rehabilitation.  They believe the WLC Management Company has the same high standards of care, skill, and compassion the White family always strived to achieve.  We in Virginia welcome the new company and express great gratitude and appreciation to the three generations of the White family.  Thank you: Bill and Ada (McCombs) White, Mary (White) Maddux, Billy White, Sandra (Cox) White, Bryan White, and Rachel (White) Schaddel.

Ayers: Across from the PO there is a sign that is leaning down that says 5-minute parking, tried to push it up but couldn’t’ get it fixed.

Tate: Tate stated that he is President of Arenzville Rural Water and wanted to know the status on if someone is going to take over the water billing.  He stated that he consulted with Stephanie a lot of times on this and it does look like there are issues with the software.  Tate just needs to know who he should asked about water billing questions.  Alderwoman Stanbridge stated that she will talk with Mr. Tate

Hays: Hays stated there are missing reports from last month.  Alderwoman Stanbridge states we don’t have access but we will try to figure it out.  Hays asks If someone can get the reports to us by the end of this week.  Tate states they are monthly reports that we are required to have by the EPA like the customer list and usage list. Alderwoman Martin asks when do you need that? Tate states by Tuesday.  Tate states with the turnover that was going on, Tate has no 2024 reports that are a USDA requirement for us and for our auditors.  Alderman Andrew stated we just need to make a phone call to the old system and have them send it to us.  Tate states if he can get their contact information, he is willing to call.  Alderman Andrews states if we knew which reports that they are looking for then we can get them.

 

At 7:35 pm, Alderman Cox made a motion to go into executive session and Alderwoman Martin seconded, motion carried unanimously.

At 8:39 pm the council returned from executive session.

The council announced there will be a special meeting on Friday at 4pm.

At 8:41 pm, Alderwoman Stanbridge made a motion to adjourn the council meeting and Alderman Knous seconded.  Motion carried unanimously.
