Regular Meeting Minutes
Meeting Called to Order: 7 pm
Roll Call: Martin, Andrews, Stanbridge, Wulf, Knous were all present. Cox was not present
Agenda Approval: Alderman Wulf made a motion to approve the agenda and Alderman Knous seconded, motion carried unanimously.
Minutes Approval: Minutes will be approved in February’s meeting
Approval of Monthly Bills: Alderman Wulf made a motion to approve the monthly bills and Alderwoman Stanbridge seconded, motion carried unanimously.
Treasurer’s Report
Treasurer Giovannini stated she is waiting on audit report. She told the council that a finance meeting is needed soon. There is a VRWS meeting in February.

Police Chief: not in attendance
Fire Chief: nothing to report
Superintendent of Water Report (Dylan Cook): not in attendance
Superintendent of Street Report (John Ratliff): Winningham stated big dump truck is still down so they can’t use it to salt. There was a mechanic that was supposed to come down last week but they didn’t show up. When Ratliff returns, they will reach out to the mechanic again. Both trucks have plows and mounts on them. Rubber and bar were ordered for one of the plows but it didn’t fit so they had to get a replacement. They came and picked up the bar that didn’t work but they didn’t drop off the replacement. Winningham stated that Precision worked on it so they could use it. FS will salt as needed for us until truck is back up and running. Also trying to work on the yards around town, the crew has gotten quite a few done, there is still two left on the agenda. The tractor that is used to plow the sidewalks is down as well. The parts have been ordered but not sure when they will arrive.
Park Board: no report
TIF: Treasurer Giovannini stated we will talk about the revision of the TIF ordinance later in the meeting. Alderwoman Martin stated she talked to Carpenter today and hoping to have the meat market by February 1st.

Mayors Report
Mayor McClure stated that he went on Thursday went to county shed and signed a grant form. The city is currently working on trying to get a grant to do the road around the elevator, could be happening in 2025 or 2026. He also told the council that the budget needs to be discussed and worked on as we need to get new equipment. Committee meetings need to take place so we can get the budgets ready.

Wulf thanked the street crew for doing a good job with the equipment that you had. He wasn’t aware that all that equipment was down. Thanked FS to help with salt spreading. Bingo night will be held on Feb 7th for a Beautification Committee fundraiser.
Stanbridge had a water/sewer committee meeting, found 3 more fire hydrants that need to be added to the order. They will be replaced when weather permits.
Andrews need to do the budget review, looking to have finance committee meeting on Jan 24th at 4pm. I know of a few things that need to be discussed but would like the committees to meet so we know what we are looking at.
Martin had a successful event for the Senior Citizens Xmas baskets. We received positive feedback for doing this. There were two really nice donations that were received so we are pretty set for next year. Everyone pitched in and made it happen.

- 2025 Meeting Dates
The council reviewed the meeting dates. With nothing further to discuss, Alderman Knous made a motion to approve the 2025 meeting dates and Alderwoman Stanbridge seconded. Motion carried unanimously.
- Refund CRWD the Difference of Rate Increases for the Year of 2024 That Were Not Applied to a Bill for One of Their Customers
Mayor wants to table to next month, council agreed. Item tabled to February.
- Consider and Take Action on Revised TIF Ordinance (Waive First Reading)
Attorney Laegeler states it corrects on payment schedule; it doesn’t change the award itself. She asks the council to consider and approve the revised TIF ordinance so that they can get their first installment. With nothing further to discuss, Alderman Wulf made a motion to waive the first reading of the revised TIF ordinance and Alderwoman Stanbridge seconded. Motion carried unanimously. With the first reading waived, Alderwoman Martin made a motion to approve the revised TIF ordinance and Alderman Andrews seconded. Motion carried unanimously.
- Remove Chris from all Petefish accounts (except Park accounts) and Authorize Griffin as City Treasurer to All Accounts
With nothing further to discuss, Alderman Wulf made a motion to remove Chris Barrett from all Petefish accounts (except Park accounts) and authorize Griffin Giovannini as the City Treasurer on all accounts and Alderman Knous seconded. Motion carried unanimously.
- Putting Up Flags on Each Corner of the Courthouse Lawn
Mayor McClure stated that the Alliance club used to put up the flags on the courthouse lawn and then the Reynolds family took it over. There was an accident on the corner and a flag flew out and it hit a car so they don’t want to do it anymore. Mayor suggested that the city could do it. Wulf states it does make the square look nice. With nothing further to discuss, Alderman Wulf made a motion to approve the city crew to put up the flags on each corner of the courthouse lawn, and Alderman Knous seconded. Motion carried unanimously.
At 7:15 pm, Alderwoman Stanbridge made a motion to adjourn into Executive Session and Alderman Andrews seconded. Motion carried unanimously.
At 7:35 pm, the council returned into public session. Mayor McClure asks for a recommendation to remove Chief Shumate at this time. Council agrees.
At 7:37 pm Alderwoman Stanbridge made a motion to adjourn the council meeting and Alderwoman Martin seconded. Motion carried unanimously.
