Regular Meeting Minutes
Meeting Called to Order: 7pm
Roll Call: French, Pratt, Bowman, Wulf, Knous, and Cox all present
Agenda Approval: Alderman Cox made a motion to approve the agenda, and Alderman Pratt seconded. Motion carried unanimously
Minutes Approval: Alderman Pratt made a motion to approve the minutes, and Alderman Knous seconded. Motion carried unanimously.
Approval of Monthly Bills: Alderman Knous made a motion to approve the monthly bills, and Alderman Bowman seconded. Motion carried unanimously.
Treasurer’s Report
Treasurer Barrett stated we are waiting on the audit, they were still asking questions.
Sales tax: $12007.21

Public Works
Police Chief 60 services calls, 17 traffic, no major issues in the city. Chief Fanning made the announcement that he is resigning as police chief, he has accepted Ashland police chief position. He would like to remain part time but this is officially his two week notice.

Park Board The park has been winterized. Alderman Cox wanted to remind everyone that the park closes at 10pm. Gibby has done a wonderful job up there so if you see him please tell him thank you for all his work.
Library Board Library will be closed Dec 23-Jan 3. A donation of $571 dollar was received from Christmas on the Square for the Summer Reading Program. reading program

Cox Thanked Chief Fanning for his service and for what he has done for this town, wish you would stay, but best wishes. Santa Claus wishes everyone a Merry Xmas
Knous Thanked Chief Fanning for his service
Wulf stated to Chief Fanning that he is saddened how the road went to not keep you and the officers were have, and Ashland is going to get two good cops, thank you for all you have done.

French appreciates Chief Fanning and the job that he has done. He also asked if city wide cleanup went ok? Yes everything went well

Mayors Report
Mayor McClure took a moment of silence to thank God for protecting Virginia and the community against the storm on Friday. Thanked the police, fire, and water departments for their call to action on Friday during the storm. These people leave their families to help our community so tell them thanks when you see them. McClure also thanked the Christmas on the Square Committee, they did a great job. Paul Reynolds has resigned after 15 years of Economic Development, the Mayor would like to appoint Ann Reiterman. Council agreed. Mayor McClure also stated that he wanted permission from the board to work on the dangerous buildings with the attorney. It is time we do something. He stated that he is tired of putting barracades up to caution people, if we take the buildings down we wont have to do that anymore. The little school would like to put for sale sign for development only. Council agrees. Wulf asks what that is zoned as. Council asks Mike Finn what it is zoned as and he states he is not sure. Mayor McClure announced that he is going to donate his next check to the Food Pantry and Christian Womens Fellowship, each will get half of the check. He then challenged the board members to do the same thing. If you want to donate, let Jeanette know. Mayor McClure also stated that he wants executive session at the end of the meeting with no action being taken in regards to personnel and hiring of police officers.
Unfinished Business
- Tax Levy FY 21/22 (2nd Reading)
With nothing further to discuss, Alderman French made a motion to approve Tax Levy FY 21/22 and Alderman Pratt seconded. Motion carried unanimously.
- Approval of Cass Co 911 Contract
Wulf states cost is based on a 5 year review. With nothing further to discuss, Alderman French made a motion to approve the Cass County 911 contract and Alderman Wulf seconded. Motion carried unanimously.
- An Ordinance Providing for the use and Regulation of Golf Carts, All-Terrain Vehicles (ATV) and Utility-Terrain Vehicles
Public Meeting prior to, Terry Ayres expressed his concern at Sylvan St. Ordinance states any street with a stop sign they are allowed to cross. His concern is people crossing there could get run over by the vehicles coming to fast from intersection. With nothing further to discuss, Alderman Pratt made a motion to approve the first reading of the ordinance providing for the use and regulation of golf carts, ATV, and UTV’s and Alderman Knous seconded. Motion carried unanimously.
- Incentive Bonus Personnel
After review, Alderman Cox made a motion to approve the incentive bonuses for personnel and Alderman French seconded. Motion carried unanimously.
At 720pm, Alderman Knous made a motion to go into Executive Session and Alderman Bowman Seconded. Motion carried unanimously.
At 846pm, the council returned from executive session. With nothing further to discuss, Alderman Pratt made a motion to adjourn the council meeting and Alderman French seconded. Motion carried unanimously.
