Minutes of Regular Meeting

January 14, 2013

7:30 PM

Mayor Steve Sudbrink opened the regular meeting at 7:30 p.m. with roll call. All aldermen, except Petefish, answered present. The minutes of the December meeting were presented. Danenberger moved and Clark seconded that the minutes be approved as presented. Motion carried unanimously. The treasurer was absent from the meeting due to illness. A written treasurer’s report was included in the packets for the meeting and any questions were deferred until next meeting. Kilby reported that he had talked with Kevin about the upcoming budget and they asked all committee heads to have their budgets in by early February so that they could be put together and hopefully reviewed at the February meeting. The clerk presented the following transfer of funds: GF to Police Fund $6500, VRWS savings to Water Fund $45,000, VRWS savings to General Fund $30,000, MRT to Police Fund $4,000, MRT to General Fund $5,800. Bell moved and Danenberger seconded that the transfers be approved. Motion carried unanimously. The monthly bills were presented. With no discussion, Clark moved and Danenberger seconded that they be paid as presented. Motion carried unanimously.

Students of the Month for December were reported by Steve Clark. Elementary: Isaiah White , Jr. High: Tyler Grimsley and Sr. High: Jimmy Stock. None of the students were in attendance.

Guests: Carolyn Defenbaugh inquired about the snow removal in front of the post office, and about the possibility of a handicapped parking space in front of the pharmacy. The council was not in favor of putting a space there due to the current lack of parking spaces and the two handicap spaces directly across the street.

Monthly Reports

Public Works (McClure): Randy reported that there had been some serious water leaks in Virginia, with the CRWD water tower and in Ashland, putting a lot of strain on resources and employee time. Hopefully, all repairs have been made and things will operate without problems for the foreseeable future.

Police Chief (Osmer): Responded to 5 civil disturbances, and made 2 traffic arrests.

Fire Chief (Reynolds): Responded to 3 calls in December. The Fire Department thanked the council for their Christmas donation and to Randy for cleaning the fire house.

Board Reports

Zoning (Finn): Issued 3 permits for demo, and construction and one for a sign on N. Main St. and sent 2 letters on property cleanup.

Park : No report.

Library (Clark): No report, no meeting.

Economic Development (Clark): Will meet later in January.

Cemetery (Petefish): Nothing to report- absent.

Attorney’s Report: Nothing to report.

Aldermanic Reports

Kilby: No report..

Danenberger: No report.

Clark: No report..

Bell: No report.

Petefish: No report (absent).

Clerk’s Report: No report.

Mayor’s Comments: Attended a meeting in Quincy in December and brought back SIMEC’s recommendations on the electricity purchase under the aggregation contract. He shared the information with the council and reported that the ‘group’ had decided to enter a 36 month purchase agreement with First Energy.

The meeting was adjourned on a unanimous roll call vote into executive session at 7:50 p.m. to discuss litigation and contracts.

The council reconvened at 8:10 p.m. in open session.

With no action taken further business, the meeting was adjourned at 8:10 p.m.
