Regular Meeting Minutes

April 13th 2020

Mayor Brunk opened the regular meeting at 7:05pm via a telephone conference call.  Roll was called.  Alderman Cox, Behrends, Wulf, and Bowman all answered present.  Alderman Pratt and French were not present.  This months agenda was presented to the council.  Alderman Cox made a motion to approve the agenda and Alderman Wulf seconded.  Motion carried unanimously.  The minutes for March were reviewed.  Alderman Wulf made a motion to approve the March minutes and Alderman Behrends seconded.  Motion carried unanimously.  Alderman French joined the meeting.  The monthly bills were presented.  Alderman Cox made a motion to approve the monthly bills and Alderman Behrends seconded.  Motion carried unanimously.

Treasurer’s Report, Monthly Reports, Board Reports, Aldermanic Reports, and Mayor’s Report was not given this month

 

Attorneys Report

Attorney Veith issued a written report that was included in the packets given to the council.  The ordinance to limit parking in front of the Virginia Market will be voted on tonight, this would limit parking Monday through Friday between 8a-3p. Attorney Veith asks if there are any questions.  Alderman Behrends says looks fine to me, Cox agrees, and Mayor agrees as well.

Unfinished Business

  1. FY 20/21 City Budget (2nd Reading)

With nothing further to discuss, Alderman Behrends makes a motion to approve the FY 20/21 City Budget and Alderman Bowman seconds.  Motion carried unanimously.

 

New Business

  1. Ordinance to limit parking in front of the grocery store to 30 minutes on M-F between 8:00-3:00 (1st reading)

With nothing further to discuss, Alderman Wulf makes a motion to approve the ordinance to limit parking in front of the grocery store to 30 minutes on M-F between 8:00-3:00 and Alderman Bowman seconds.  Motion carried unanimously.

 

  1. Resolution Adopting Agreement with MCC Network Services to Install Fiber Optic Cable on N Duncan Ave and Packing House Road

They will take care of the roadway and repair if they have to tear it up.  They will restore and will indemnify the city for any damages.  So rather than trying to grant an easement it was just set it up for a resolution for a license. With nothing further to discuss, Alderman Behrends made a motion to approve the resolution adopting agreement with MCC Network Services to install fiber optic cable on N Duncan Ave and Packing House Road, and Alderman Cox seconded.  Motion carried unanimously.

  1. Resolution Authorizing Contract to Purchase Backhoe without Soliciting Bids

Attorney states that McClure solicited a few proposals, this is a lease with an option to buy. There are 5 lease payments.  If that time ends and the City wants to change it we can just return it.  We could either trade it in or make a balloon payment at the end to purchase or finance through the bank.   Attorney says because this is a purchase and more than $25000 and we didn’t do formal bid, we have to get approval from the council.  The council has to approve by 2/3 vote, not for those who are in attendance, its everyone holding office.  So there needs to be 5 votes to pass. Alderman Behrends asks if this is the same thing that we were talking about last month? The city doesn’t pay for repairs if there are any problems, the company does? McClure says if we lease it yes.  Alderman Wulf said it includes a 12 month protection plan, and then after that power train and hydraulics are all taken care of.  Alderman French asks if the treasurer had been consulted? McClure states yes.  Barrett stated that McClure and him met before and went through all the numbers, it was already budgeted in there.  By doing the lease gives us some time to heal up from the water issues.  The lease is a great option, and wont have to worry about repairs.  With nothing further to discuss, Alderman Behrends made a motion to approve the resolution authorizing contract to purchase backhoe without soliciting bids and Alderman Wulf seconded.   Motion carried unanimously.

  1. FY 20/21 Appropriation Ordinance (1st reading)

Treasurer Barrett states the appropriations goes hand in hand with budget.  So, the numbers from the budget and this will feed to our levy.  It is identical to the budget that you guys have already reviewed. With nothing further to discuss, Alderman Cox made a motion to approve FY 20/21 appropriation ordinance and Alderman French seconded.  Motion carried unanimously.

 

With nothing further to discuss at 727pm, Alderman Wulf made a motion to adjourn the council meeting and Alderman Cox seconded.  Motion carried unanimously.
