Minutes of Regular Meeting
Monday August 14th, 2017
Mayor Brunk opened the regular meeting at 7:30pm. Roll was called Anderson, Bowman, Wulf, Behrends, and Cox answered present. Alderman Devlin was not present. The minutes of the June meeting were presented. Alderman Bowman made a motion that the meeting minutes be approved and Alderman Anderson seconded. Motion carried unanimously. The monthly treasurer’s report was in the council’s monthly packet, the council reviewed. The video gaming revenue for the month of July was $. The sales tax figures for the month of July were $. There was no transfer of fund this month. Monthly bills were presented. Alderman Behrends made a motion and Alderman Bowman seconded that the bills be paid as presented. Motion carried unanimously.
Motion was made by Alderman Wulf to move appointments to after new business, seconded by Alderman Cox. Motion carried unanimously.

Public Comment:
No one chose to speak
Public Works (McClure): working on roads around school, will get new signs for both Cass St and Morgan St, water tower is almost 100% repaired
Police Chief (REPORT GIVEN BY ALDERMAN WULF): 211 service calls, 9 citations, 3 arrests which included 1-domestic battery, 1-disorderly conduct, 1-warrant. 1 car theft call
Fire Chief (Reynolds): no calls
Board Reports
Zoning (Merriman): nothing to report at this time
Park (Cox): Health Dept had “Community Days” at the park. 8/16 is closing pool date. Trees removed, need to complete concrete work, need to update bathhouses at pool.
Library: nothing to report at this time
Economic Development (Anderson): nothing to report at this time
Cemetery (Behrends): meeting held on 8/8/17, question arose about lawn mowing bids, this has already been attempted and it would cost too much. Mayor Brunk stated he will be attending Cemetary meetings while Alderman Behrends is on active duty. 11/14 next meeting at City Hall.
Attorney’s Report: updated Prop Main Code paperwork was amended due to typing error. There are 3 cases in ordinance court, 2 are in pay review and 1 has significantly cleaned up property so is under conditional judgment, granted a 30 day extension if not complete a lien may be imposed.
Aldermanic Reports
Cox: school/roads look good
Behrends: concerned young kids speeding through town, occurring on 3 or 4 different streets,
Wulf: attended the MECCA meeting, looking to adapt new system with better response, there is some cost to it though
Bowman: nothing to report at this time
Anderson: nothing to report at this time
Devlin: not present
Clerks Report: nothing to report at this time
Mayor’s Report: received letter on 7/28/17 from Alderman Devlin stating his resignation from being an Alderman that is effective 8/7/17, would like to thank him for his service. Suggested Jason French as his replacement, Mr. French was born and raised in Virginia and thinks he would be a good person to fill vacancy.
Unfinished Business:
Attorney Veith stated the 2006 Property Maintenance Code needed to be updated, 2nd reading of the new Property Maintenance Code motion to approve was made by Alderman Wulf and seconded by Alderman Cox. Attorney Veith stated there was a typing error made and the amended version was attached. With the contingency of changing the grass height from 6 inches to 8 inches, Alderman Behrends made a motion to approve the new Property Maintenance Code and Alderman Bowman seconded. Motion carried unanimously.
New Business:
The discussion of appointing a new alderman was presented. Alderman Behrends made a motion to go into executive session for discussion on this topic, Alderman Wulf seconded. Motion carried unanimously.
Alderman Cox made a motion to adjourn public session, seconded by Alderman Anderson. Motion carried unanimously. Public meeting adjourned at 8:03pm
Roll was called back into open session: Anderson, Bowman, Wulf, Behrends, and Cox all answered present. Alderman Devlin, not present.
With nothing further to discuss at this time in open session a motion was made by Alderman Coxto adjourn at 8:19pm and seconded by Alderman Bowman. Motion carried unanimously.
