Minutes of Regular Meeting

February 9th, 2015 7:30 pm

Mayor Steve Sudbrink opened the regular meeting at 7:30 p.m. Roll was called Petefish, Bell, Carson,
Clark, Behrends and Cox answered present. The minutes of the December meeting were presented. Cox moved and Clark seconded that the minutes be approved as written. Motion carried unanimously. Mr. Velten gave monthly treasurer’s report. The video game revenue for December payable in January was $2170.00 ($11,256.00 overall). Mr. Velten also gave transfer of funds: Municipal Retail Tax fund to Police Fund $ 2,500.00. Motion was made by Clark and seconded by Petefish that the transfer be approved. Motion carried unanimously. Mr. Velten also had sales tax figures this month $24,162 up from previous month $15,000. The monthly bills were presented. Bell moved and Behrends seconded that they be paid as presented. Motion carried unanimously.

Guests: Alex Bell addressed the board for his Eagle Scout project for Boy Scouts. Currently Alex is working on a display that would hold the old photos of graduates. His goal is $1,500 total. This would cover the price of the display and upkeep in the future. He asked the counsel for a donation to help him fund this project. Alderman Clark recommended that the counsel give $200. Bell made a motion and Clark seconded, motion carried unanimously. Next Gene, Christina and Lindsey Brunk were present for Lindsey’s student of the month award for elementary school. Jr. High student of the month was Cole Tate and High School student was Alison Coats, recognized for their kindness. Carolyn Defenbaugh was present and mentioned how nice the new street signs look around town. Mr. Steve Anderson was present to observe meeting.

Public Works (McClure): Installed the new school zone sign, signs have been ordered and should be in soon for Front and Springfield St. The city is sending out a survey cross connect for residents to fill out and return.

Police Chief (Osmer): No Report

Board Reports

Zoning (Finn):Permit for addition to Petefish Skiles & Co Bank; 2 demo permits one for 142 W Illini St and one for shed at 220 W Sylvan. House on Cass is 95% done (Old Jones house)

Park: (Cox): Met January 21st and Chad Winters met with a rep regarding tennis court area at park. The plan might be to now over lay 2 courts for basketball and leave one for tennis court. Wes Cooksey has the diving board stands ready to go. Mr. Cox spoke with Mr. Winters regarding the pool closing early when the attendance is low. Mr. Winters said due to budget constraints the policy will remain to close early when attendance doesn’t support them staying open all day.

Library (Clark):Met January 20th, the board wanted to thank Randy and employees for snow removal. The library received a per capita grant for $2,000 and would be using it for a child and teen area in the library. The next meeting will be Tuesday Feb. 17th, 2015.

Economic Development (Carson):Short meeting, there were no Mauer applications to go over at this time. Leigh Morris wrote introduction for website and it is fantastic.

Cemetery (Carson):Meets tomorrow at city hall

Carson:Mrs. Carson was approached by resident regarding water issues due to new addition at St. Luke’s Church. The resident complained that the water runs down the alley and washes away gravel that she has placed in her driveway. Randy said he had talked with the men in charge of the addition and they had said they would try to figure out a way to help divert water. Mr. McClure would check with them again to see if there was anything planned to help correct this issue.

Clerk’s Report:

Mayor’s Comments:Mayor Sudbrink was contacted by Mr. Winters from the Park board to notify him Beth Clark has resigned from the park board. Mayor Sudbrink said that Mr. Winters had recommended Ashley Snodgrass to fill this position vacant by Mrs. Clark’s resignation. The board was polled and all were in favor of Ashley Snodgrass being appointed to the park board. Mr. Thomas is looking into insurance issues for new playground and how it can be handled. Mayor Sudbrink also mentioned that since the school crossing light has been installed it seems to be slowing down traffic.

With nothing further to discuss motion was made by Clark and seconded by Behrends to adjourn into executive session. Motion carried unanimously. Roll was called back into open session at 8:56 pm.  Petefish, Bell, Carson, Clark, Behrends and Cox were present.
