Minutes of Regular Meeting
Monday January 9th, 2017
7:30 pm

Mayor Steve Sudbrink opened the regular meeting at 7:30p.m. Roll was called Anderson, Bowman, Clark, Behrends and Cox was all present, Devlin was absent.  Four items were added to the agenda under New Business C, D, E, and F.  First up was a motion by Alderman Cox to approve this meeting’s agenda and seconded by Alderman Clark, motion carried unanimously.  The minutes of December meetings were presented.  Alderman Clark made a motion that the meeting minutes be approves as submitted and Alderman Behrends seconded. Motion carried unanimously.  The monthly treasurer’s report was in the council’s monthly packet; Treasurer Barrett met with auditors on January 5th to go over draft.  Need to review inventory, there will be some changes to QuickBooks system for payroll.  TIF will need full audit next year.  It was also recommended to use checks paying bills to make easier to track.  The video game revenue for the month of December was $3,023.74, the year to date total is $20,353.52 and the sales tax figures the month of December were $11,161.05 with year to date total of $78,260.56.  There was 1 transfer of funds this month $6,000 from the General Fund to the Police Fund.  Motion was made by Alderman Cox and seconded by Alderman Behrends to approve the transfer.  Motion carried unanimously.  Monthly bills were presented.  Alderman Clark made a motion and Alderman Behrends seconded that that bills be paid as presented.  Motion carried unanimously.

Public Works (McClure):  No report

Police Chief (Boris): 127 Calls for service; 3 traffic citations; 3 criminal arrests and the new handheld radar has been received.

Fire Chief (Reynolds): 3 rescue calls;1 car fire; 1 mutual aid, wanted to thank council for bonus and Street department for hydrant work.

Zoning (Merriman): No report

Park: (Cox): No meeting Feb 15th next meeting at City Hall

Library (Clark): Next meeting is January 17th.

Economic Development (Anderson); Next meeting will be Jan 25th

Cemetery (Behrends): Next meeting February 14th at 7pm

  • Clark: Announced Students of the quarter: Jacob Holly-Elementary; Lindsey Brunk- Jr. High; and Cole Anderson- High School . Also wanted to tell chairman of committees to be ready for upcoming budgeting.

Unfinished Business: 2nd reading of Travel ordinance was first under unfinished business.  A motion was made by Alderman Clark and seconded by Alderman Bowman to approve as written with Federal code guidelines.  Motion carried unanimously.

New Business: First up under new business was Police Policy and procedures, the chief did an excellent job putting this together with the help of the insurance carrier.  Motion to approve was made by Alderman Behrends and seconded by Alderman Clark.  Motion carried unanimously.  Next up was the approval of the council meeting dates for 2017.  A motion was made by Alderman Clark to accept and seconded by Alderman Bowman.  Motion carried unanimously.  Next up was the financial letter regarding audit on City.  A motion was made by Alderman Cox to approve and seconded by Alderman Clark.  Motion carried unanimously.  Next up was financial letter regarding audit for cemetery.  A motion was made by Alderman Clark and seconded by Alderman Bowman.  Motion carried unanimously.  The next item up was financial letter regarding audit for library.  Motion was made by Alderman Behrends to approve and seconded by Alderman Clark.  Motion carried unanimously.  Last up under new business was financial letter regarding audit for Park.  Motion was made by Alderman Behrends and seconded by Alderman Clark.  Motion carried unanimously.

The mayor asked for any public comments at this time – None

With nothing further to discuss at this time a motion was made by Alderman Clark to adjourn at 7:53 pm into executive session and seconded by Alderman Behrends.  Motion carried unanimously.

Roll was called back into open session at 8:10 pm  Anderson, Bowman, Clark, Behrends and Cox all answered present.  Devlin was absent

A motion was made by Alderman Clark regarding HSA contributions for the year to keep the same as last year and seconded by Alderman Cox.  Motion carried unanimously.

With nothing further to discuss at this time a motion was made by Alderman Clark and seconded by Alderman Bowman to adjourn at 8:13 pm.  Motion carried unanimously.
