Minutes of Regular Meeting

Monday June 12th, 2017

Mayor Brunk opened the regular meeting at 7:30pm.  Roll was called Devlin, Anderson, Bowman, Wulf, Behrends, and Cox answered present.  Agenda approved unanimously.  The minutes of the May meeting were presented.  Alderman Wulf made a motion that the meeting minutes be approved and Alderman Devlin seconded.  Motion carried unanimously.  The monthly treasurer’s report was in the council’s monthly packet: Treasurer Barrett gave an overview of the report.  The audit will take place July 25th-27th.  The video gaming revenue for the month of May was $3,032.77, the year to date total is $35,002.98 and the sales tax figures for the month of May were $ 9,898.74 with a year to date total of $130,353.33.  There was no transfer of funds this month.  Monthly bills were presented.  Alderman Bowman made a motion and Alderman Anderson seconded that the bills be paid as presented.  Motion carried unanimously.

Guests: Kay Reynolds, Mrs. Boris, John Lornson

Public Comment:

Donnie and Kay Reynolds: there is an issue on Morgan Street next door to the home of a family member.  There is sewage backing up in the neighbor’s yard, which causes health concerns for both the parties.  Health Department has been contacted and there have been several attempts to get the owner of the house to take action.  Randy McClure stated that the Landlord has already been contacted, advised to get the situation taken care of.  Landlord reported as of 6/8 that a plumber had been contacted.  Attorney stated that policy states that water/sewer has to be in good working order, advised Chief to send notice of violation to tenant/landlord, Randy stated he will follow up with the plumber that has been contacted to get more information on getting this taken care of.

Public Works(McClure): Water plant working on replacing parts from being hit by lightning, 90% complete at this time.  Alderman Wulf thanked Randy and staff for the clean up after the BBQ.  Mayor Brunk thanked Randy and staff for their work on filling holes in the streets and also stated that the Memorial Day Service looked great!

Police Chief(Boris): 244 calls, 3 arrests, 12 traffic citations were issued this included 2 over 80mph and 1 over 100mph.  He has also investigated a domestic issue this month.  A deceptive practice case occurred this month resulting in an arrest.  Update on ordinance violations:1 case has been resolved, fees have been imposed and there is a timeline for the individual to follow.

Fire Chief(Reynolds): 4 calls. 1 carbon monoxide, 1 tree fire, and 2 rescue calls

Board Reports

Zoning(Merriman): No Report

Park(Cox): meeting was held on May 17th.  There was a leak in the pool, it has been fixed.  Park Director reports that the pool had a great opening day.  State Pool Inspector come and the pool passed inspection.

Library: No Report

Economic Development(Anderson): No Report

Cemetery(Behrends): next meeting is in August

Attorney’s Report: Packets were given out to each council member in regards to updating ordinances.  There is an updated code that needs to be discussed and it was suggested that this code will make it a lot easier to use.  Any questions feel free to discuss with Attorney.

Aldermanic Reports

Cox: Thanks to Randy and Chief Boris for their work at the BBQ

Behrends: Received several positive reports on the BBQ.  Would like everyone to be reminded with summer approaching, please mow your lawns and maintain them.

Wulf: Addressed culvert issues, Randy McClure to assist.

Bowman: No Report

Anderson: received reports what trucks were parked in Handicapped parking spaces at the BBQ, verified that owner was indeed handicapped.

Devlin: received another complaint on the ongoing noise issue and also received compliant on a property, both issues have been taken care of.

Clerks Report: updated elected officials in the city government with the Department of Transportation and have also updated board members and city offices with the Cass County Courthouse

Mayor’s Report: requested a volunteer officer for the Open Means Act, Alderman Wulf accepted.  requested someone from the council to attend a meeting at the courthouse in regards to the ambulance service, Alderman Wulf, Alderman Anderson, and Chief Boris offered to attend.

With nothing further to discuss at this time a motion was made by Alderman Cox to adjourn at 7:57pm into executive session and seconded by Alderman Bowman.

 

Roll was called back into open session at 8:09pm Devlin, Anderson, Bowman, Wulf, Behrends, and Cox all answered present.

With nothing further to discuss at this time in open session a motion was made by Alderman Devlin to adjourn at 8:11pm and seconded by Bowman.  Motion carried unanimously.
